Tender Description

Development of a Public Beach and a Beach Club Facility at Bahrain Bay Beach BTEA is seeking to appoint a local professional contractor to develop a Public Beach and a Beach Club facility at Bahrain Bay Beach as per the tender documents. Bahrain Bay Beach is a strategic project under the Bahrain Tourism Strategy 2022 to 2026, which aims to diversify the Kingdoms economic portfolio and attract more visitors and tourists to the Kingdom of Bahrain. The Project has an area of 173,000 square meters, including five (5) plots. BTEA will develop a public beach and a plot, while the other three (3) plots were allocated to be developed by the Private Sector.

Development of a Public Beach and a Beach Club Facility at Bahrain Bay Beach Kingdom of Bahrain

BTEA is seeking to appoint a local professional contractor to develop a Public Beach and a Beach Club facility at Bahrain Bay Beach as per the tender documents. Please note that the below-mentioned points are mandatory requirements:

1. The Contractor should be a Grade A, Grade AA or Grade B contractor as per Ministry of Works prequalification list of buildings contractors.

2. The Contractor is required to submit a detailed timeline (Gantt chart) to complete the construction and handing over the project to within Five months from the date of signing the contract. The timeline must include site mobilization, procurement including lead times and transport to site, site infrastructure and civil, structural, MEP, stakeholder, and client activities. Critical Path and dependencies between tasks must be identified and highlighted.

The Contractor shall base his timeline on a construction period of Four months from the date of signing the contract for Plot-E and Five months from the date of signing the contract for Beach Club-B.

If the Contractors fails to meet the planned deadline in his submitted timeline, the bid will be suspended and will not be evaluated.

تتطلع هيئة البحرين للسياحة والمعارض إلى تعيين شركة متخصصة في مجال الإنشاءات لتطوير شاطئ عام وبناء نادي شاطئي بمشروع شاطئ خليج البحرين وفقاً لوثائق المناقصة.

على الشركات الراغبة في تقديم عروضها ان تستوفي الشروط الآتية:

1- أن تكون الشركة مصنفة بدرجة AA أو من بدرجة A أو بدرجة B وفقا لقائمة التأهيل المسبق لوزارة الأشغال لمقاولي البناء.

2- يجب على الشركة تقديم جدول زمني مفصل (مخطط جانت) لبناء المشروع خلال فترة خمسة أشهر من تاريخ ابرام العقد ليشمل أعمال تحضير الموقع والمشتريات بما في ذلك المدد الزمنية lead time والانتقال إلى الموقع وأعمال البنية التحتية والمدنية والإنشائية والهندسة الكهربائية والميكانيكية وأعمال السباكة و يجب تحديد Critical Path و التبعيات بين المهام .

يجب على المقاول أن يعد برنامج البناء لأنهاء الأعمال المناطة إلية لتطوير الشاطئ العام الواقع على القسيمة E خلال 4 أشهر من تاريخ ابرام العقد و النادي الشاطئ B خلال 5 اشهر من تاريخ ابرام العقد، وفي حال عدم الالتزام بالمدد الزمنية المبينة سيتم استبعاد العطاء وعدم قبوله.

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 03 September 2024
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
