Janitorialand General Cleaning Services at BIA

BACthrough this RFP is seeking proposals from bidders for proving janitorial andgeneral cleaning services at all BIA facilities as specified in thisdocument. BAC has provided in this RFP the specifications, SLA and KPIsrequired and the Successful Bidder is expected to cover the requirements asspecified. This RFP should be read carefully, and all requirements should beclearly met.

 

i)                  The bidder shall participate in the Tender site visit. Aproof of site visit certified by BAC after attending the site visit shall besubmitted along with the bid.

ii)                 The bidder shall be a facility management services orcleaning services contractor with minimum 5 years’ contract cleaningexperience in Bahrain.

iii)               The bidder shall be currently employing minimum of 400cleaning staff under his company for cleaning services. Of which, minimum 3of the largest contracts shall have been deployed with combined 200 staff.

    1. The bidder shall submit a comprehensive list ofcurrent cleaning contracts with name of client, contract title, annual contract value, contract start end date, number of cleaningstaff employed per project and client contact name and number.  
    2. The combined value of all current cleaning contractsshall demonstrate not less than 1,200,000 contract revenue peryear.  
    3. The bidder shall submit 2023 GOSI certificate (12months) related to the cleaning organization staff employed by him toprove that all staff are on his payroll.

iv)               The bidder shall complete and fill each line of the BOQitems, Schedule of Unit Rates with prices and shall not use statement in thepricing filed or left black.

v)                 The bidder shall submit 2023 Financial Statements(statement of financial position/balance sheet, comprehensive incomestatement, statement of cash flow)

خدمات النظافةالعامة والتنظيف في مطار البحرين الدولي

تسعى شركةمطار البحرين من خلال هذه المناقصة للحصول على عطاءات لتقديم خدمات النظافةالعامة والتنظيف في جميع مرافق مطار البحرين الدولي كما هو موضح في هذا المستند.لقد قدمت شركة مطار البحرين في هذه المناقصة المواصفات، اتفاقية مستوى الخدمة ومؤشراتالأداء الرئيسية المطلوبة، ويتوقع من مقدم العطاء الناجح تغطيةالمتطلبات كما هو محدد. يجب قراءة هذه المناقصة بعناية وتلبية جميع المتطلباتبوضوح.

 

يجب على مقدميالعطاءات تلبية المتطلبات الإلزامية التالية:

 

 يجب على مقدمالعطاء المشاركة في زيارة الموقع الخاصة بالمناقصة. يجب تقديم دليل على زيارةالموقع معتمد من شركة مطار البحرين بعد حضور الزيارة وتقديمه مع العطاء.

 يجب أن يكونمقدم العطاء مقاول خدمات إدارة مرافق أو خدمات تنظيف مع خبرة لا تقل عن 5 سنواتفي عقود التنظيف في البحرين.

 يجب أن يوظفمقدم العطاء حاليًا ما لا يقل عن 400 عامل نظافة في شركته لخدمات التنظيف، منهمما لا يقل عن 3 عقود من أكبر العقود تم تشغيلها بما مجموعه 200 عامل.

a. يجب على مقدمالعطاء تقديم قائمة شاملة بالعقود الحالية لخدمات التنظيف مع ذكر اسم العميل،عنوان العقد، قيمة العقد السنوية، تاريخ بدء وانتهاء العقد، عدد عمال النظافةالعاملين في كل مشروع واسم العميل ومعلومات الاتصال.

b. يجب أن تثبتالقيمة الإجمالية لجميع العقود الحالية لخدمات التنظيف أنها لا تقل عن 1,200,000دينار بحريني من إيرادات العقود سنويًا.

c. يجب على مقدمالعطاء تقديم شهادة الهيئة العامة للتأمينات الاجتماعية لعام2023 (لمدة 12 شهرًا) المتعلقة بموظفي خدمات التنظيف التابعين له لإثبات أن جميعالموظفين على قوائم رواتبه.

 يجب على مقدمالعطاء إكمال وملء كل سطر من عناصر جدول الكميات ،جدول أسعار الوحدات مع الأسعار، ويجب عدم استخدام أي عبارات أو ترك الحقول فارغة.

 يجب على مقدمالعطاء تقديم البيانات المالية لعام 2023 (بيان المركز المالي/الميزانيةالعمومية، بيان الدخل الشامل، بيان التدفقات النقدية).


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 01 October 2024
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
