Tender Description

New Website Development for General Secretariat of the Supreme Council for Youth and Sports. The Request for Tender (RFT) is for the development of General Secretariat of the Supreme Council for Youth and Sports (SCYS) new website focused on youth and sports. We are seeking qualified vendors to submit their proposals for developing an informative, responsive and user-friendly website that will serve as a key digital platform for SCYS. The purpose of this tender document is to outline our requirements and invite bidders to submit their proposals detailing their approach, expertise, timelines, and cost estimates for the project.

Additional Notes

·        The Bidders shall submit their bids for this tender in SCYS Office, Envelop A will be named in the system (Technical Response), and Envelop B will be named in the system (Financial Response), Bids preferably to be submitted in PDF format, each file should not exceed the size of 200MB, please split files that is more than 200 MB in size. Also, you must submit a copy of your bid in CD or Flash memory. The place for valid commercial registration / Bahrainization / SME's Certificates will be the same as per the current procedure. Bidders shall deliver the original initial bond (hard copy) mentioning clearly to " Supreme Council of Youth & Sports " to the SCYS Office (Gnd Floor (in the Tender Box) - Building 647 – Road 3614 – Block 436 – Seef Area - Kingdom of Bahrain - Contact Numbers Tel: +973 17177111) before the Closing Date. Queries to be submitted by bidders through the e-tendering portal not later than the date mentioned in the e-tendering portal.

·        The Company or the Establishment that bought the tender documents shall submit the tender, and all required documents, by itself and with the Commercial Registration in which it bought the tender documents. In case the Company or the Establishment intends to submit its bid or any other required documents through others, an authorization to that effect shall be accompanied with bid, otherwise the bid will not be accepted. For more explanation, a claim that the Company submitted the bid, or a document is a branch, a shareholder, a holding company or an agent of the Company that bought the tender documents will not be accepted.

·        All supporting materials and documentation should be included with the response. Any submissions received after this time will be rejected as per Tender Board regulation:

 

o   All tender and supplements documents should be page numbered and stamped with the company seal.

o   The participant Vendor should provide Three (3) years Balance Sheet (Statement of Financial Position) to be used by the SCYS for evaluation purposes. The Vendor must not suffer from a financial deficit.

o   The participant Vendor must provide all supporting Materials including Official Authorization evidence, letter of appointment from the manufacturer, such as: Authorized Dealer, Performance Index Sheets, Testimonials, Articles,  etc..

o   Your response must be sent in sufficient time to be received at the above address before closing time.

o   Vendors wishing to respond to this tender should note that they do so at their own cost.

o   The participant Vendors have the right to request recourse and reconsideration of any illegal action or decision related to the tender procedures.

o   The Tender Board has the right to reject all bids.

o   Revision of Tender Documents shall be through the e-tendering portal.

o   This Tender shall be subject to Tender Law with respect to promulgating the implementing regulations of the law regulating government tenders and purchases.

o   The bidder has the right to file complaints and reconsideration against any unlawful procedure or decision related to the tender.

o   SCYS in issuing this document undertakes no commitment whatsoever.

SME’s:

·        Registered SME’s will be offered a preference of 10% in tenders and auctions related to service utilities inside purchasing authority premises. In case there is another applicable preference percentage the higher of them will be offered to SME’s.

Initial Bond:

·        The Initial Bond shall be valid as per the e-tendering portal.

·        The Initial Bond Amount shall be as per the e-tendering portal.

·        The Initial Bond shall be in ONE of the following forms:

a.              Certified cheques from all approved local bank in favor of the Supreme Council for Youth and Sports.

b.             A bank guarantee from all approved local bank in the form set out in the Appendix (to the Form of Tender).

c.               A bank guarantee from an overseas bank through a local bank in the form set out in the Appendix (to the Form of Tender).

d.             An insurance company guarantees from an approved local insurance company in the form set out in the Appendix (to the Form of Tender).

e.              Bank Transfer:

·        Acceptable with a fixed amount only percentage is not accepted.

·        The bidder must upload a copy of amount transfer evidence including the reference number along with proposal submission.

 


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 16 March 2025
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
