MANDATORY CRITERIA MANDATORY PASS/FAIL CRITERIA The Bidder or Bidder's agent must provide the following details with documentary evidence. Only bids meeting all Mandatory Criteria will proceed to technical and commercial evaluation.

1.1 Manpower:

The Bidder shall provide documentary evidence of their proposed manpower demonstrating that they have a minimum of 5 years’ experience.

1.2 Experience:

The Bidder, along with any JV partners or subcontractors, must have a minimum of 5 years of experience in similar or equivalent projects within the Oil, Gas, and Petrochemical Industry. Bidders must provide evidence and complete Appendix 1.

1.3 Occupation Health and Safety:

The Bidder shall have an Occupational Health & Safety Management system compliant with ISO 45001 or in the process of certification/revalidation. Copy of ISO 45001 certificate or their existing system documentation is to be submitted. Additionally, provide copy their Safety officer NEBOSH certificate in International General Certificate in Occupational Health and Safety.

1.4 Quality Management System:

The Bidder shall have an established Quality Management System compliant with ISO 9001-2015 or in the process of certification/revalidation. Bidder shall submit a copy of ISO 9001 certificate, or their existing system documentation is to be submitted.

1.5 Financial Soundness:

The Bidder must submit "Audited Financial Reports" for the past three financial years. Bapco will assess financial soundness using the attached Financial Evaluation Matrix. Failure to meet the minimum threshold of 50% will result in disqualification. Reports with a qualified opinion will not be evaluated.

1.6 Special requirement:

1.6.1 The operation and maintenance (preventative and corrective) for Three nos. Niagara Systems Series 100: Model 56 cabinet style bottle washers in accordance with the manufacturer’s recommendations. This shall include supplying and maintaining the required chemicals and consumables to always ensure safe and efficient operation to maintain the required level of clean sample bottles.

1.6.2 The vendor commits to providing all PPE required to their personnel. The PPE used in the Laboratory must comply with the latest version of the Bapco Refining Personal Protective Equipment (PPE) Booklet.

The minimum basic requirements for PPE to work in the laboratory testing areas are as follows.

• Fire Retardant Clothing (FRC) with long sleeves

• Safety glasses.

•Safety shoes.

1.6.3 All personnel provided shall be able to read and communicate in English.

1.6.4 The vendor shall provide a suitable vehicle (pick-up) for the delivery and dispatch.

1.6.5 All personnel provided by the vendor shall have a valid Bahrain driving license.

1.6.6 The vendor commits to provide sufficient materials to ensure that the service they provide does not face any disruptions.

1.6.7 The vendor commits to provide 4 attendants per day. (With the ability to cover holiday and sickness).

1.6.8 The vendor commits to provide 1 driver per day. (With the ability to cover holiday and sickness).

How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Saturday, 28 December 2024
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
