Scope of Work
The scope of work includes the supply and installation of insulation for equipment and piping, along with removal and reinstatement of existing insulation using new materials where necessary. It also covers the provision and installation of refractory linings, including erosion-resistant linings in process furnaces and other equipment, as well as specialized repair and rehabilitation services. Additionally, the scope involves the supply and application of fireproofing to various facilities, and ensuring adequate manpower and equipment resources to meet peak turnaround and inspection (T&I) requirements. The work will be carried out across the Company’s operating areas, including the refinery, tank farms, and Sitra wharf.
يشمل نطاق العمل توريد وتركيب العزل للمعدات والأنابيب، بالإضافة إلى إزالة وإعادة تركيب العزل القائم باستخدام مواد جديدة عند الحاجة. كما يتضمن توريد وتركيب بطانات حرارية مقاومة للتآكل في الأفران ووحدات المعالجة الأخرى، إلى جانب تقديم خدمات الإصلاح وإعادة التأهيل المتخصصة. ويشمل النطاق أيضًا توريد وتطبيق أنظمة الحماية من الحريق لمختلف المرافق، وضمان توفير الموارد الكافية من العمالة والمعدات لتلبية متطلبات الذروة أثناء عمليات الإيقاف والفحص (T&I). سيتم تنفيذ الأعمال في مناطق تشغيل الشركة، بما في ذلك المصفاة، ومزارع الخزانات، ورصيف سترة.
,MANDATORY CRITERIA
1.8.1.1 EXPERIENCE
1.8.1.1.1
The Bidder shall have minimum FIVE (5) years' experience during the last TEN (10) years in providing each of the
below services in the Oil & Gas Industry or Petrochemical Industry in the Middle East / GCC region, including during
Process Unit T&I and Shutdowns:
1. Insulation works with extensive experience for insulation removal, installation and maintenance works,
2. Refractory works with extensive experience of onsite refractory lining removal, installation and
maintenance on vessels and fired heaters (Furnaces), abrasion refractory lining etc.
3. Fireproofing works with extensive experience of fireproofing removal, installation and maintenance works.
Documentary evidence shall be provided to substantiate the above experience as per Appendix "C". To pass this
mandatory criteria, the Bidder shall provide evidence of experience in all the three (3) of the above areas in the Oil
& Gas Industry or Petrochemical Industry including during Process Unit T&I and Shutdowns. Providing only list of
experience would not be acceptable.

1.8.1.2 SUPERVISION AND MANPOWER
1.8.1.2.1
The Bidder shall submit with the Bid document an appropriate organization chart for this contract, which provides names and experience of Bidder's Insulation, Refractory and Fireproofing Management team and permanent staff. The Management team for this contract shall be drawn from the Bidder's long-term permanent workforces and not those recruited specifically for this contract. As a minimum,
1) the Bidder's permanent workforce for this contract shall consist of a minimum of following supervisory staff:
• One (1) Project Manager/ Coordinator who is experienced in providing Insulation, Refractory and Fireproofing services.
• One (1) Quality Engineer who can quality control the operation
• One (1) Refractory Engineer,
• One (1) Insulation Engineer,
• One (1) Fireproofing Engineer,
• One (1) Planning Engineer skilled in usage of Primavera P6 software.
2) the Bidder's trade manpower for this contract shall consist of a minimum of following staff:
• Two (2) Insulation Supervisors
• Two (2) Refractory Supervisors
• Two (2) Fireproofing Supervisors
• Five (5) Insulators
• Two (2) Sheet Metal Worker
• Five (5) Masons
• Two (2) Gunnite Nozzle Operators
All the above manpower shall have minimum 5 years relevant experience in providing insulation, refractory and fireproofing services for Oil & Gas or Petrochemical industry and are fully familiar with the requirements pertaining to the same. The Bidder shall submit CV's with details of work experience and documentary proof of employment for all the Bidder's proposed key personnel as per Appendix "E".

1.8.1.3 PLANT AND EQUIPMENT
1.8.1.3.1
The Bidder shall provide all the required Plant and Equipment for the services required as per the Tender Specification:
* Rolling Machine - Two (2) nos
* Sheet Cutting Machine - Two (2) nos
* Sheet Grooving Machine - Two (2) nos
* Pneumatic Gunning Machine - Two (2) nos
* Hobart Mixer - Two (2) nos
* Pan Mixer/ Paddle Mixer - Two (2) nos
* Brick cutting Machine - Two (2) nos
* Power Mixer - Two (2) nos
* Fireproofing Spray Machine - Two (2) nos
As evidence for availability of the above, the bidder shall submit along with the bid, bidder's proof of ownership or maintenance record for last 2 years or MoU with a capable sub-vendor who can provide the above (in which case the proof of ownership or maintenance record for last 2 years shall be of the sub-vendor).
Bidder shall submit the required information as per Appendix F.
1.8.1.4 HEALTH AND SAFETY
1.8.1.4.1
The Bidder shall have a well-established, fully auditable Health, Safety & Environment Management System, Safety Policy, Safety Management System & Safety Training plan, within their organization. They shall have valid accreditations for OHSAS 18001 or ISO 45001.
The Bidder shall provide copies of accreditations for OHSAS 18001 or ISO 45001 or evidence of re-validation to substantiate the claim.
1.8.1.5 MATERIAL PROCUREMENT AND STOCK INVENTORY

*The Bidder shall provide full details of Purchase agreements/ Purchase Orders in place for the supply of insulation and refractory materials as described in the Tender Specifications.
*The bidder shall provide evidence of quantities of Insulation/ refractory / fireproofing materials purchased from various manufacturers for last three (3) years with details of the material type and quantity.
*The Bidder shall provide details of their existing material inventory for insulation and refractory in the GCC/ Middle East region. Documentary evidence to be submitted to substantiate the above requirement as per Appendix G.
