Tender Description

The objective of this project is to implement a modern and scalable Early Warning System (EWS) Support Infrastructure that improves reliability, performance, and efficiency. The new setup will unify existing systems into a flexible, horizontally scalable architecture that allows compute and storage resources to expand easily as needs grow. It will be deployed on-premises to ensure maximum data security, confidentiality, and compliance with local regulations. The infrastructure will also include advanced monitoring, orchestration, and high-availability features to maintain stability and support mission-critical EWS operations.

The objective of this project is to implement a modern, scalable Early Warning System (EWS) Support Infrastructure designed to enhance reliability, performance, and operational efficiency. The new infrastructure will consolidate existing systems into a unified, horizontally scalable architecture that enables seamless expansion of both compute and storage resources as future requirements evolve. By adopting a horizontal architecture, the solution will ensure that system scalability can be achieved without disruption, allowing for continuous performance improvement and resource optimization. This approach reduces operational complexity and ensures that the infrastructure remains adaptable to future technological and capacity demands. The proposed infrastructure will be deployed within a private on-premises environment to ensure the highest levels of data security, confidentiality, and control. Hosting the EWS infrastructure on-premises provides enhanced protection for sensitive information, compliance with local data regulations, and improved governance over data access and retention. Furthermore, the infrastructure will incorporate advanced monitoring, orchestration, and high-availability mechanisms to maintain stability, fault tolerance, and alignment with industry best practices. This modernization effort aims to deliver a robust, flexible, and secure platform that supports mission-critical EWS operations and strengthens early detection and response capabilities.

يهدف هذا المشروع إلى تنفيذ بنية تحتية حديثة وقابلة للتوسع لدعم نظام الإنذار المبكر (EWS)، تهدف إلى تعزيز الاعتمادية والكفاءة التشغيلية والأداء العام للنظام. سيتم من خلال المشروع توحيد الأنظمة الحالية ضمن بنية أفقية مرنة تتيح التوسع السلس في موارد الحوسبة والتخزين لتلبية احتياجات المستقبل دون أي انقطاع في الأداء. ستعتمد البنية الأفقية المقترحة على تصميم متطور يضمن إمكانية التوسع المستقبلي بسهولة، مما يقلل من التعقيد التشغيلي ويحافظ على أداء النظام بشكل مستمر وفعّال. وسيتم تنفيذ هذه البنية ضمن بيئة محلية خاصة (On-Premises) لضمان أعلى مستويات الخصوصية وأمن البيانات والتحكم الكامل في المعلومات الحساسة. يتيح هذا النهج تعزيز حماية البيانات، والامتثال للأنظمة المحلية، وتحقيق إدارة أفضل للوصول إلى البيانات والحفاظ عليها. كما ستتضمن البنية التحتية المقترحة آليات مراقبة وتحكم متقدمة لضمان الاستقرار، والتوافر العالي، والمرونة، مع الالتزام بأفضل الممارسات والمعايير العالمية. تهدف هذه المبادرة إلى توفير منصة قوية وآمنة ومرنة تدعم تشغيل نظام الإنذار المبكر وتعزز قدرات الكشف والاستجابة الفعّالة للحالات الحرجة.


,Mandatory Criteria 

1. The bidder must have at least 3 years’ experience in SDI platforms and must have completed at least 3 similar SDI platform projects.

2. Availability of support and maintenance services, with defined service contracts (e.g., 24/7 or 8/5 support).


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Monday, 26 January 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
