Tender Description

Bapco Upstream has an existing Telecom system Fiber Optic and Wireless Network within and outside of Bahrain Field, to provide communication between remote facilities and clients. Currently approximately 250 Major Facilities and 700 wells are connected through these networks. The networks require service and maintenance and repair and upgrades to allow business continuity with minimum interruption and rapid fault repair.

Additional Notes

1.1.  Bidder shall have at least five (5) years of work experience in Telecom, Radio / Wireless, ICT, AV and Security industry within an oil and gas environment or have a comparable experience in a similar industrial environment for the Management and Implementation of Program, Emergency, Support, fault diagnostics and repair.  Maintenance of Telecom, Radio / Wireless, ICT, AV and Security Systems.

1.2.  Bidder shall submit three (3) examples of similar projects of technical content, equipment, equal size complexity and commercial value which they have conducted in the last 5 years in an oil and gas environment or similar industrial environment.

1.3.  Bidder shall submit examples of current documentation related to projects of similar technical content, size and complexity such as (but not limited to ) How to manage such projects: manpower management ( to include but not limited to qualification / certification register and training matrix ), schedules to include ( but not limited to ) work breakdown schedule, calibration schedule, tool inspection, calibration and renewal program.

1.4.  Bidder is required to have on staff, certified personnel holding a current and valid certificate, who shall be dedicated to the project ie- PMP, PRINCE2, APM, CTPM, RTPM, et-al.

1.5.  Bidder is required to have on staff and shall submit CV's which shall demonstrate experience and training qualifications / certification credentials (Layer 1 / physical layer technician with experience in critical Telecom, Radio / Wireless, ICT, AV and Security Systems operational environment with not less than five (5) years’ experience and above personnel with certification).  All CV's shall be in the same, uniformal format, or shall be rejected.

1.6.  Bidder is required to have on staff, experienced personnel capable of identifying and escalating for resolution Layer 2 issues. All CV's shall be in the same, uniformal format, or shall be rejected.

1.7.  Bidder can provide the full scope of work as stipulated in Exhibit A of the Agreement with all mentioned specs.

1.8.  Bidder shall have required tools that will allow him to complete the SOW such as (but not limited to) testing tools, technical resources and equipment, and shall include a list of equipment and tools in their bid. All operators shall be experienced, trained and with recent operational experience on all equipment which they are expected to operate and maintain. Technical Resources and inventory/equipment remain current during the contract.

1.9.  Bidder shall have all required plant and machinery that will allow him to complete the SOW such as (but not limited to) excavator, compactor, cutting equipment, et-al. All operators shall be licensed, experienced, trained and with recent operational experience on all equipment which they are expected to operate and maintain. (All CV's shall be in the same, uniformal format, or shall be rejected). Bidder is required to submit relevant for proposed personnel.

 

2.1.  Bidder shall have Bahrain based facilities and infrastructure comprising of office building, workshop and staging facilities for Telecom System Maintenance which shall be within driving distance and response time shall be feasible to stay within KPI. *** Bidder shall take into consideration response time when selecting accommodation location.



How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 01 October 2024
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
